Project Modification Report

A key priority for SDG&E is to minimize Sunrise Powerlink construction impacts in the local community. To this end, SDG&E submitted the Final Project Modification Report (PMR) to the CPUC and BLM.

The PMR defines modifications made to the project to minimize and avoid impacts to sensitive resources located along the project route. This effort was the result of extensive collaboration between SDG&E, the CPUC, BLM, the U.S. Forest Service and other federal, state, and local agencies.

After careful review of SDG&E's proposed modifications documented in the Sunrise Powerlink Project Modification Report (PMR), the CPUC and BLM have determined that the changes to the Sunrise Powerlink Project are within the scope of the Certificate of Public Convenience and Necessity and Record of Decision issued by the CPUC and BLM respectively. 

These findings have been determined in accordance with CEQA (California Environmental Quality Act) and NEPA (National Environmental Policy Act) requirements and are documented in the Determination Memorandum and BLM Determination of NEPA Adequacy.

Through these cooperative efforts, SDG&E will reduce estimated impacts by more than 45 percent. These improvements will:

  • Reduce potential overall impacts to the Cleveland National Forest by 47 percent

  • Reduce the number of permanent structures by eliminating 38 towers and 51 wire stringing sites

  • Eliminate 74 miles of new access roads – a reduction of nearly 60 percent

  • Eliminate 24 temporary construction yards – a reduction of over 50 percent

  • Increase the use of helicopter construction to reduce on-the-ground impacts as requested by the Forest Service

  • Reduce impacts to sensitive vegetation habitats by 596 acres – a reduction of 44 percent

  • Reduce impacts to private property owners by 342 acres – a reduction of 41 percent
