Self-Generation Rates And Tariffs

Here are some of the most common rates and tariffs applicable to self-generation projects.

Electric Rate Schedules

Net Energy Metering (NEM)

NEM is applicable to customers who use a solar or wind turbine, 1000 kWs or less, that is interconnected and operates in parallel with the utility and is intended to offset part or all of a customer’s electrical load.

Customers on NEM do not pay E-DEPART departing load charges for Nuclear Decommissioning (ND) and Public Purpose Programs (PPP), or, Competition Transition Charges (CTCs).

AL-TOU with Schedule S

AL-TOU is a time of use rate applicable to all non-residential customers whose demand exceeds 20 kW. Schedule S is for standby or breakdown service where all or a part of the customer’s load is supplied by self-generation.

Customers are also required to pay monthly E-DEPART charges to cover the costs of Nuclear Decommissioning (ND) and Public Purpose Programs (PPP).

Cogenerators classified as a Qualifying Facility (QF) are exempt from Competition Transition Charges (CTCs), per Rule 23.

AL-TOU-DER

AL-TOU-DER is also available to certain customers installing self generation. If the customer can meet the Special Conditions of the tariff, in particular 17 and 18, they are able to take service without also having to pay for Schedule S, standby service.

However this also means that they are not entitled to an adjustment of noncoincident demand when their generator is down.

Gas Rate Schedules

Natural gas customers are either core or noncore.

GN-3

Schedule GN-3 is a bundled natural gas service for core customers. Schedule GN-3 includes the cost of gas (GPC) plus the cost of gas transportation (GTC).

GTC

Schedule GTC is an unbundled natural gas service for core customers who elect to buy their own natural gas. Schedule GTC covers the cost of gas transportation.

EG

Schedule EG is a noncore natural gas transportation service for self-generation customers. It is available to customers who are using the gas to generate electricity. Noncore gas customers must have a third party provider purchase their natural gas.
